Penang Ranks Third Nationwide with RM22.4 Billion in 2025 Manufacturing Investments

GEORGE TOWN, March 11 — The Malaysian state of Penang recorded RM22.4 billion in approved manufacturing investments in 2025, placing it third nationwide and reinforcing its reputation as one of the country’s most dynamic industrial and technology hubs.

The strong performance reflects a 29 per cent increase compared with the previous year, signalling sustained investor confidence in the state’s economic environment, infrastructure and highly skilled workforce.

Penang Chief Minister Chow Kon Yeow said the investment figures demonstrate the state’s resilience and competitiveness

He noted that the continued inflow of investments reflects Penang’s reputation as a reliable destination for high-value manufacturing, particularly in sectors linked to advanced technology and electronics.

“Penang remains one of the most attractive destinations for global manufacturers seeking stability, strong supply chains and access to skilled talent,” he said while highlighting the state’s strong industrial ecosystem.

More Than 24,000 Jobs Expected from New Projects

According to the state government, a total of 232 manufacturing projects were approved in 2025, with these investments expected to generate approximately 24,633 new job opportunities across various industries.

Officials said the new projects will contribute significantly to employment growth, particularly in engineering, advanced manufacturing, research and development, and technical services.

Many of the new positions are expected to involve high-skilled and high-income jobs, supporting the government’s goal of strengthening Malaysia’s knowledge-based economy.

In addition to job creation, the investments are also expected to stimulate the development of supporting industries such as logistics, precision engineering, automation and industrial services.

Foreign Direct Investment Drives Growth

Foreign direct investment (FDI) played a major role in Penang’s strong performance in 2025.

Out of the total RM22.4 billion recorded, RM15.2 billion came from foreign investors, representing around 68 per cent of the total manufacturing investment value.

This highlights the continued confidence international companies have in Penang’s industrial capabilities, particularly in advanced manufacturing and global supply chains.

The top three sources of foreign investment were:

  • Singapore
  • United States
  • China

Together, these three countries accounted for more than half of the total foreign investments in Penang’s manufacturing sector.

Economic analysts say the presence of investors from major global economies reflects Penang’s strong position in the regional and global manufacturing landscape.

Strong Growth in Domestic Investment

In addition to foreign investment, domestic investments also showed significant growth, reaching RM7.2 billion in 2025.

This figure represents around 32 per cent of the total approved manufacturing investments, more than doubling the value recorded in the previous year.

The increase in domestic investment indicates that Malaysian companies are continuing to expand their operations, further strengthening the state’s industrial base.

Industry observers say the combination of strong foreign and domestic investment signals a balanced and sustainable growth trajectory for Penang’s manufacturing sector.

Key Sectors Driving Manufacturing Investments

Most of the investments recorded in 2025 were concentrated in high-value industries that play a crucial role in the global manufacturing supply chain.

The key sectors attracting the largest share of investments included:

  • Electrical and Electronics (E&E)
  • Machinery and Equipment (M&E)
  • Chemical and Chemical Products

Together, these industries accounted for around 81 per cent of the total manufacturing investments approved in Penang during the year.

Such expansions often involve upgrades to production lines, adoption of new technologies and the development of advanced research and development capabilities.

Strengthening Penang’s Role in Global Supply Chains

Penang’s manufacturing sector plays a critical role in global supply chains, particularly in industries such as semiconductors, electronics components, automation equipment and precision engineering.

Hundreds of multinational corporations operate in the state’s industrial parks, forming an extensive network of suppliers, manufacturers and technology companies.

This ecosystem has helped position Penang as one of Southeast Asia’s most important manufacturing centres.

Experts say the state’s ability to attract high-value investments will continue to strengthen Malaysia’s role in the global technology and manufacturing landscape.

Government Committed to Sustaining Investment Growth
