Malaysia Proposes LEAP Market 2.0 to Boost SME Fundraising and Strengthen Capital Markets

KUALA LUMPUR, June 2026 — Malaysia’s capital market regulators are moving to strengthen fundraising opportunities for small and medium-sized enterprises (SMEs) through the proposed introduction of LEAP Market 2.0, a revamped framework designed to improve access to capital and support business expansion.

The initiative was jointly proposed by the Securities Commission Malaysia and Bursa Malaysia, reflecting growing efforts to make Malaysia’s financial markets more inclusive and competitive for emerging companies.

LEAP Market, which stands for Leading Entrepreneur Accelerator Platform, was originally created to provide smaller businesses with an alternative route to raise funds through public markets. However, regulators believe enhancements are necessary to attract more companies and investors amid evolving market conditions.

According to industry observers, the updated framework could help address one of the biggest challenges facing Malaysian SMEs: access to growth capital. Many smaller businesses continue to rely heavily on bank financing, while equity fundraising options remain limited compared with larger corporations.

The proposed reforms are expected to improve market liquidity, encourage greater investor participation, and create a more efficient pathway for high-growth companies seeking expansion capital. Analysts say stronger capital market access could accelerate innovation, digital transformation, and job creation across multiple sectors of the economy.

The announcement comes as Malaysia continues efforts to strengthen its position as a regional investment destination. Recent data showed continued investor confidence in the country’s economic outlook, supported by strong domestic demand and sustained investment activity.

Market participants will now closely watch consultations and implementation details to assess how the proposed changes could impact fundraising activity and future listings on Bursa Malaysia.
