Malaysia Has No Plans to Introduce 2% Wealth Tax for Now

KUALA LUMPUR, JULY 2026 – The Malaysian government currently has no plans to introduce a two per cent wealth tax on high-net-worth individuals to finance public expenditure, according to the Ministry of Finance.

In a written parliamentary reply published on the official Parliament website, the ministry said the potential revenue generated by a wealth tax would likely be insignificant once exemptions and tax reliefs similar to those available under existing taxation measures were considered.

The ministry explained that any proposal to introduce a wealth tax would require a comprehensive assessment of several factors, including Malaysia’s relatively small and limited taxable wealth base. The design, valuation process, exemption structure and enforcement mechanism would also need careful consideration before such a policy could be implemented effectively.

Despite ruling out the proposal for now, the government said it remained committed to ensuring that Malaysia’s taxation policies were fair, equitable and more targeted. It added that the tax structure should remain progressive while helping to reduce socioeconomic inequality.

Rather than introducing a broad wealth tax, the government has adopted more targeted measures aimed at expanding contributions from individuals and entities with greater financial capacity. These measures form part of Malaysia’s wider effort to strengthen public revenue without imposing an additional tax across a broader segment of society.

Among the measures already introduced is capital gains tax on the disposal of unlisted shares. The government has also imposed taxes on annual dividend income exceeding RM100,000.

Tax is additionally imposed on profit distributions exceeding RM100,000 received by partners from limited liability partnerships. According to the ministry, these targeted mechanisms allow the government to broaden the tax base among higher-income groups while maintaining a more focused approach.
