MRCB-Theta Edge Wins RM3 Billion Penang Mutiara LRT Contract

KUALA LUMPUR, AUGUST 2026 – Malaysian Resources Corporation Berhad (MRCB) and Theta Edge Berhad have been awarded a RM3.028 billion System Turnkey Contract (STC) for the Penang Mutiara Light Rail Transit (LRT) project, marking another major step in the delivery of one of Malaysia’s largest transport infrastructure developments.

The contract was awarded by Mass Rapid Transit Corporation Sdn Bhd (MRT Corp) to the MRCB–Theta Edge joint venture, which will be responsible for designing, supplying, installing, testing and commissioning the railway systems for the new transit line.

The appointment enables detailed engineering work on the rail systems to proceed alongside the ongoing civil construction programme, ensuring both components remain aligned with the overall project schedule.

According to MRT Corp, the scope of work includes the complete railway systems package, covering signalling, communications, power supply, trackwork, platform screen doors, depot systems, automatic fare collection and other operational technologies required for the line.

The integrated approach is expected to improve coordination between civil construction and railway system installation while supporting timely project delivery.

The Penang Mutiara LRT is the backbone of the Penang Transport Master Plan and is intended to improve public transport connectivity between George Town, Bayan Lepas and Penang Sentral.

Once completed, the 29.5-kilometre line will feature 22 stations, including a cross-strait connection linking Penang Island with the mainland, making it one of Malaysia’s most significant urban rail projects outside the Klang Valley.

Construction of the railway systems will run in parallel with ongoing civil engineering works already being carried out on the project.

MRT Corp said appointing the system contractor at this stage would minimise implementation risks and ensure better integration between infrastructure and operational systems throughout the construction period.

The contract also represents a significant achievement for both MRCB and Theta Edge.

For MRCB, the award strengthens its position as one of Malaysia’s leading infrastructure and rail project developers, while Theta Edge expands its involvement in large-scale transport technology and digital infrastructure projects.

The project is expected to generate employment opportunities across engineering, construction, technology and railway operations while supporting local suppliers and service providers.

Industry observers believe the contract will also contribute positively to Malaysia’s engineering and construction sectors as public infrastructure investment continues to accelerate.

The Penang Mutiara LRT is designed to reduce traffic congestion along the island’s eastern corridor, where rapid population growth and expanding industrial activities have increased demand for efficient public transportation.

The line is expected to provide faster travel times, improve connectivity between residential and commercial districts, and strengthen links to Penang International Airport and Penang Sentral.

In addition to improving mobility, the project is anticipated to stimulate transit-oriented developments around future stations, supporting long-term economic growth, higher property values and increased commercial activity.

Transport infrastructure projects of this scale are also viewed as catalysts for attracting private investment and enhancing the competitiveness of regional economies.

MRT Corp said the latest contract award demonstrates continued progress on the Penang Mutiara LRT project as the government works towards delivering a modern, sustainable and integrated public transport network for the state.

The railway line is scheduled for completion by 2031 and is expected to become a key component of Penang’s future urban mobility system.
