China and Russia Pledge Multipolar World Order, But Putin Leaves Beijing Without Major Deals

Kuala Lumpur — Russian President Vladimir Putin wrapped up his visit to China this week with strong rhetoric on building a new multipolar world order alongside President Xi Jinping, but the trip yielded limited tangible outcomes for Moscow.

The two leaders issued a joint declaration emphasizing a “new type of international relations” and opposition to hegemony, bloc politics, and unilateral dominance. They portrayed their partnership as a stabilizing force amid global uncertainties. 

Putin’s visit came shortly after U.S. President Donald Trump’s trip to China, allowing Beijing to showcase its diplomatic influence by hosting both leaders in quick succession. Chinese analysts noted that this sequence has strengthened China’s position in the triangular relationship between Beijing, Moscow, and Washington.

“China is actually standing in a relatively more advantageous position,” said Zhang Xin, a professor at the Centre for Russian Studies at East China Normal University. He highlighted that the visits by the leaders of Russia and the U.S. underscore China’s growing strategic leverage.

Despite the display of unity, the summit produced no breakthrough on key economic issues. Notably, there was no agreement on the long-delayed Power of Siberia 2 natural gas pipeline project, which has been under discussion for years. Disputes over pricing, financing, and other terms continue to stall progress.

Observers point out increasing economic asymmetries in the China-Russia relationship, with China holding stronger leverage due to its diversified energy sources and accelerated renewable energy push. Russia, facing Western sanctions over Ukraine, has greater urgency for new energy export routes.

Nevertheless, both sides continue to align on broader geopolitical goals, including promoting a multipolar world and rejecting what they view as Western-dominated international mechanisms.

The visit reflects the deepening strategic partnership between the two nations, even as concrete deliverables remain elusive in the short term.
