KUALA LUMPUR, AUGUST 2026 — The US Department of Justice is preparing what could become its largest election-monitoring operation, with plans to deploy up to 1,000 federal personnel during the November 3, 2026 midterm elections.
Assistant Attorney General for Civil Rights Harmeet Dhillon announced the target as part of the department’s effort to monitor compliance with federal voting laws. Election monitoring has long been part of the Justice Department’s responsibilities, particularly to protect eligible voters from discrimination and intimidation.
The proposed operation would be significantly larger than previous deployments. The Justice Department sent 289 monitors during the 2022 midterms and 714 personnel across 27 states and 86 jurisdictions during the 2024 presidential election.
However, voting-rights experts and former officials have questioned whether the department has enough personnel and logistical capacity to reach the 1,000-monitor target. The Civil Rights Division has experienced substantial staff departures in recent years, although additional attorneys have since been recruited.
Concerns have also emerged among some state and local election officials because of wider disputes between the federal government and states over access to voter-registration data. Critics fear an unusually large federal presence could increase political tension around an already closely watched election.
The Justice Department has already expanded monitoring during the 2026 primary season. By August 18, it said more than 75 monitors had been deployed across five states and over 200 polling locations, including operations in Minnesota, Michigan, Arizona, Florida and Wyoming.
So far, officials in several jurisdictions have reported no major disruptions linked to federal monitors. In Minnesota, some counties restricted monitors from entering polling places, requiring them to remain outside designated boundaries, while election officials continued observing their activities.
The department has not yet announced the full list of locations where monitors will be deployed for the November election. The scale and placement of the operation are expected to remain closely watched as Republicans and Democrats compete for control of Congress in the 2026 midterms.
