Super El Niño Highlights Malaysia’s Need for Climate-Ready Crops

KUALA LUMPUR, JULY 2026 – Malaysia must move beyond temporary emergency measures and begin developing crops capable of surviving increasingly severe climate conditions, as the possibility of a Super El Niño raises concerns over agricultural production and national food security.

Prime Minister Datuk Seri Anwar Ibrahim’s directive for immediate measures to reduce the impact of a potential Super El Niño reflects the growing urgency surrounding the country’s food supply. Prolonged heat, drought and water shortages could disrupt agricultural output, place greater pressure on farmers and contribute to higher food prices.

Short-term responses such as improving irrigation, assisting affected farmers, monitoring food supplies and stabilising prices remain necessary. However, an opinion written by biotechnology regulation researcher Saarani Vengadesen argues that these measures should be accompanied by long-term investments that make Malaysia’s agricultural system more resilient.

One proposed solution is to provide farmers with climate-resilient seeds developed through modern plant-breeding methods, including gene editing. The technology enables scientists to make precise changes to a plant’s own DNA, often without introducing genetic material from another species.

Unlike conventional breeding, which may require several generations to produce the desired characteristics, gene editing could accelerate the development of improved crop varieties while preserving traits already suited to Malaysian growing conditions.

Researchers in several countries are using gene-editing technology to develop crops with greater tolerance to drought, heat, flooding and disease. The technology can also improve water and nutrient-use efficiency, potentially helping farmers maintain yields while lowering production risks and input costs during periods of extreme weather.

Such innovations could be particularly important for Malaysia’s rice sector, which remains central to the country’s food security strategy. Rice production is highly vulnerable to heat stress and water shortages, while unusually high temperatures during flowering can reduce grain yields.

Drought conditions can also limit the water available for irrigation and increase farming expenses. Fruits, vegetables and other staple crops face similar risks as climate-related pressures become more frequent and intense.

Climate-resilient crop varieties should therefore form part of a broader agricultural adaptation strategy. This strategy must also include stronger irrigation infrastructure, precision farming, digital agricultural technologies, improved weather forecasting and more sustainable management of water resources.

Malaysia already possesses expertise in plant biotechnology, molecular breeding and agricultural research through its universities and research institutions. Local scientists are considered capable of developing crop varieties suited to the country’s climate, farming practices and environmental challenges.

The greater challenge is ensuring that research does not remain limited to laboratories. Scientific discoveries must be translated into practical seeds and technologies that farmers can access at an affordable cost.

This process will require clear regulations, field testing, public communication, biosafety assessments and cooperation between researchers, government agencies, farmers and agricultural companies.

Governments around the world have started modernising their regulatory systems to accommodate advances in gene editing while maintaining biosafety standards. Malaysia has also begun discussing how gene-edited crops should be regulated, recognising that frameworks designed for earlier genetic-engineering technologies may not fully address newer breeding techniques.
